In my experience a noisy signal is likely caused by poor contact between the pop fasteners of the module into the strap. I use electrical contact cleaner and then rotate each popper in turn in order to get a good contact. It works every time. The other possibility for poor signal is static from a shirt made of man made textile like polyester. But I favour the pop fasteners.
